Drone Testing Services Framework

The Civil Aviation Authority (CAA) is seeking suppliers to provide testing services for drone products. This is in line with the CAA's legal obligation to evaluate drones that may pose health or safety risks, as outlined in UK Regulation (EU) 2019/945. Suppliers, referred to as 'RPAS Testing Service Providers', will be responsible for assessing compliance with various regulatory standards, including those related to electromagnetic compatibility, radio equipment, and machinery safety. This work requires specialized knowledge in areas such as performance testing, noise assessment, and product safety standards. Additionally, these providers may need to evaluate drones for other public health and safety concerns, including cybersecurity and chemical hazards. The CAA will oversee the evaluations and coordinate with relevant authorities and the public. The procurement process may involve creating a framework for selecting RPAS Testing Service Providers, who must demonstrate their ability to conduct the required evaluations without conflicts of interest. When a testing need arises, the CAA will issue specific requirements, and selected providers will submit a statement of work detailing their approach and costs. The CAA will review these submissions and award the contract to the chosen provider, who will then carry out the evaluations and report their findings to the CAA.
