Brief
Costessey Town Council is inviting proposals from qualified organizations to provide a year-long youth services program for young people aged 11 to 18. The program aims to deliver accessible and engaging activities that promote well-being and reduce anti-social behavior. Key components of the program include:
- Weekly youth sessions, including during school holidays.
- Outreach and mentoring services to support mental health and address anti-social behavior.
- Establishment of a Youth Advisory Group in collaboration with local schools, particularly Ormiston Victory Academy.
- Development of inclusive, youth-led activities and participation in community events.
- Use of evidence-based methods to track participation and measure outcomes.
Expected outcomes of the program include:
- A reduction in youth anti-social behavior.
- Improved mental health and well-being among participants.
- Increased youth involvement in local initiatives.
- Enhanced youth leadership and representation in the community.
- Strengthened connections between young people, families, schools, and community organizations.
The target groups for this program are young people aged 11-18 in Costessey, especially those from Queen's Hills and Tower Close, as well as those facing mental health challenges, social isolation, or disengagement from services.
The selected provider will need to:
- Employ qualified youth workers with DBS clearance.
- Create a youth-led and inclusive activity program.
- Provide early intervention support focusing on well-being, identity, and aspirations.
- Collaborate with partners such as Costessey Town Council, local police, Ormiston Victory Academy, and the South Norfolk Youth Advisory Board.
- Submit quarterly reports detailing engagement, outcomes, and case studies.
- Ensure compliance with risk assessments, safeguarding, and insurance requirements.
The budget for this program is £30,000, which will cover staffing, materials, outreach, digital tools, and management. The Council will also provide in-kind support, including free venue hire and strategic oversight.
Providers must demonstrate their impact through participant registration, demographic data, pre/post surveys, and qualitative feedback. Quarterly review meetings with Council officers and councillors will also be part of the evaluation process.
Interested organizations should submit a proposal (maximum 6 pages) that includes:
- Experience in youth work and outreach.
- Staffing structure and delivery plan, including a weekly timetable and engagement strategy.
- Approach to safeguarding, inclusivity, and mental health.
- Examples of key performance indicators or evaluation frameworks.
- Detailed budget breakdown.
- Proof of insurance and DBS checks.
- Two relevant references.
