    The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to provide technical assistance to Uganda's Electricity Regulatory Authority (ERA) in advancing the commercial and industrial (C&I) captive renewable energy sector. Uganda's electricity system is renewable-dominated with growing demand, yet C&I captive renewable energy adoption remains constrained by regulatory gaps, limited market data, and investment barriers. This opportunity addresses the critical need for behind-the-meter renewable solutions to reduce diesel dependence, enhance energy security, and promote economic development. The engagement will support ERA, working with the Ministry of Energy and Mineral Development (MEMD) and utility partners UEDCL, WENRECO, and KIS, to create an enabling environment for C&I captive renewables. Work includes: establishing evidence on market demand and existing capacity, analyzing Uganda's regulatory framework against international standards, and designing solutions to overcome barriers. Expected deliverables include: a mid-tier regulatory framework, updated settlement and implementation guidance, standardized commercial contracts, and financing mechanisms to enhance project bankability. The initiative aims to mobilize private investment in captive renewable energy, accelerate deployment, minimize diesel reliance, and build energy security and grid resilience.
