Ireland: Framework Agreement for Private Healthcare Providers to Supply Additional Medical Services

The National Treatment Purchase Fund (NTPF) is seeking qualified private healthcare providers to establish a multi-provider framework agreement for delivering additional inpatient and outpatient services across six service categories: adult day case procedures, adult inpatient procedures, adult outpatient services, pediatric day case procedures, pediatric inpatient procedures, and pediatric outpatient services. Providers may bid for one or more of the six lots and should only apply if they have sufficient capacity, qualified staff, and relevant experience to begin service delivery shortly after contract award. The procurement follows the Light Touch Regime under EU regulations and the Open Procedure, ensuring equal treatment, non-discrimination, transparency, and fair competition. Multiple healthcare providers will be appointed per lot, with no upper limit on the number of admitted providers. Once the framework is established, the NTPF will issue specific service requirements and award Call-Off Contracts through mini-competitions based on need. All compliant submissions meeting mandatory suitability requirements will be admitted to the framework. The contract runs for 24 months with options for two 12-month extensions.
