Consultation and Engagement Consultant for Lymington Sea Water Baths Restoration

Lymington and Pennington Town Council is seeking an experienced Consultation and Engagement Consultant to design and deliver a comprehensive public engagement programme for the restoration of Lymington Sea Water Baths, a heritage asset dating from 1833 and one of the UK's earliest surviving open-air seawater bathing facilities. Funded by the National Lottery Heritage Fund, this Phase 1 project requires the consultant to lead three key engagement activities: an initial round gathering community values and aspirations (including online survey targeting 300+ responses, public drop-in sessions, and stakeholder workshops); targeted outreach to underrepresented groups (40-60 participants); and a second engagement round on emerging design proposals (targeting 100+ participants). The consultant will develop an Engagement Strategy and Delivery Plan, create accessible consultation materials, facilitate all engagement activities, analyse findings, and produce a comprehensive final Engagement Report demonstrating how feedback influenced project development. The role requires collaboration with the Council, project team, architects, engineers, and heritage specialists. The contract is valued at up to £30,000 (excluding VAT) and covers all consultant time, materials, digital tools, venue hire, analysis and reporting. The engagement programme must run from late September 2026 to 31 August 2027, with all activities completed to inform RIBA Stage 0-2 design proposals and ensure inclusive participation from young people, older residents, disabled people, low-income households, leisure users, community organisations and environmental groups.
