    Brief

    Transport for London (TfL) is seeking a comprehensive, scalable GPS fleet management and telematics solution to enhance visibility, safety and operational efficiency across its diverse vehicle fleet. The solution must integrate vehicle tracking hardware, in-vehicle technology, cloud-based management platform, and advanced safety systems capable of supporting multiple locations. TfL requires end-to-end service including supply, installation, configuration, support, maintenance and continuous innovation. Key requirements include: real-time GPS tracking and telematics; driver safety and behaviour monitoring; AI-enabled camera systems; data analytics and API integration; compliance support (driver hours, safety policies); scalable cloud-based access and mobile applications; integration with existing fleet, fuel and operational systems; and vehicle immobilisation and driver identification (including electric and plug-in hybrid vehicles). The solution must utilise modern technologies including 4G/5G connectivity with non-3G fallbacks, GNSS multi-constellation tracking, AI and machine learning for behaviour analysis, edge computing, secure IoT architecture with encryption, and over-the-air software updates. Out of scope: full vehicle leasing, non-fleet asset tracking, and consumer-grade devices.
