Technical Assistance for Climate Governance in Indonesia

Palladium, on behalf of the UK Foreign, Commonwealth and Development Office (FCDO), is seeking a qualified supplier to provide technical assistance supporting Indonesia's institutional governance of its Nationally Determined Contributions (NDCs) under the UK Partnering for Accelerated Climate Transitions (UK PACT) programme. Key objectives include: strengthening NDC governance frameworks in alignment with PR 98/2021 and MR LHK 12/2024 regulations; improving coordination across government ministries to enhance NDC delivery; ensuring UK PACT initiatives align with Indonesia's NDC planning and monitoring, reporting, and verification (MRV) systems; and promoting inclusive stakeholder engagement in NDC planning and reviews. The assistance must integrate gender, equality, diversity, and social inclusion (GEDSI) principles throughout NDC processes. Interested suppliers must submit quotations including: completed RFQ Response Form (Annex I), detailed workplan with budget using the provided template (Annex II), and responses addressing the Terms of Reference (Schedule 1). All submissions must comply with the Instructions for Submission (Schedule 2) and Terms and Conditions (Schedule 3). Quotations must be received by the stated Close Date and Time.
