    Brief

    Aster Group is seeking contractors to deliver Technology-Enabled Care (TEC) services supporting vulnerable residents in grouped living, sheltered and extra care schemes. This is a two-lot procurement: Lot 1 - Equipment Maintenance and Upgrade: Maintain, service, repair and upgrade hard-wired alarm systems, Digital Alarm Units (DAUs), smoke detection and fire panels across Aster's properties. The contractor must ensure equipment reliability, minimise downtime, maintain accurate asset records and support the transition from analogue to digital-ready systems by 2027 as part of the national digital switchover. Lot 2 - Monitoring and Alarm Receiving Centre (ARC) Services: Operate the ARC to receive alarm activations, respond to calls, coordinate emergency responses and support residents in crisis situations. Additional responsibilities include onboarding new TEC users, configuring monitoring profiles, maintaining service user information and delivering performance reports to Aster on service outcomes, compliance, trends and resident safety. The ARC provider must also provide key industry updates from the TSA. Both lots together form an integrated TEC operating model ensuring residents receive safe, reliable and digitally resilient services. Suppliers should demonstrate their capacity to maintain service continuity during the digital migration period and deliver high-quality resident outcomes.
