Community Drug and Alcohol Services for Cornwall

Cornwall Council is seeking providers to deliver community drug and alcohol services across Cornwall and the Isles of Scilly. The procurement is split into two separate lots: Lot 1 for adults (18+) and Lot 2 for young people (under 18). Lot 1 (Adults) will deliver comprehensive community-based drug and alcohol treatment including prevention, harm reduction, structured treatment, support for people involved in criminal justice, housing-related support, family support, specialist care for complex needs, and recovery services. Lot 2 (Young People) will provide specialist community drug and alcohol services including prevention and early intervention, open access support, structured treatment, transitions between service levels, youth justice pathways, safeguarding responses, and planned transitions to adult services. Both lots require: - County-wide delivery across diverse urban and rural areas, including the Isles of Scilly - Flexible, accessible and mobile service models - Strong partnerships with statutory and voluntary sector organisations - Compliance with NICE guidance, the National Drug Strategy and National Drug Treatment Monitoring System requirements - Year-round operation with timely access, high-quality outcomes and continuous improvement The procurement uses a Competitive Process under the Health Care Services (Provider Selection Regime) Regulations 2023.
