    Brighton & Hove City Council is seeking a service provider to deliver an integrated animal welfare service. The contract requires the successful bidder to provide: (1) Out-of-hours stray dog collection and transportation; (2) Kennelling facilities with care, welfare provision, and appropriate outcomes (reunification, rehoming, or humane disposal); (3) Collection and temporary care of dogs belonging to vulnerable adults under Adult Social Care duties when owners are hospitalised or incapacitated. The service must be seamless, responsive, and humane, ensuring compliance with Section 149 of the Environmental Protection Act 1990 (stray dog duties) and Section 47 of the Care Act 2014 (safeguarding). The service provider will collaborate with Regulatory Services, Animal Wardens, Adult Social Care, Sussex Police, veterinary practices, and emergency services. The contract runs for 3 years from 1 December 2026, with an option to extend for up to 2 additional years. Suppliers should have experience in animal welfare, kennelling operations, emergency response, and working with vulnerable populations.
