    Brief

    Digital Care Hub is seeking an independent evaluation partner to assess the Better Security, Better Care (BSBC) programme, a Department of Health and Social Care-funded initiative supporting approximately 28,000 adult social care locations across England to improve cyber security, data protection and information governance. The programme is delivered nationally through Digital Care Hub and over 30 Local Support Organisations, combining central guidance with local support. You will design and deliver a comprehensive mixed-method evaluation examining programme governance, delivery, stakeholder engagement, reach, behaviour change, adoption of good practice, Data Security and Protection Toolkit outcomes, organisational resilience, cost-effectiveness and social value. The evaluation should identify lessons learned and evidence-based recommendations while providing continuous improvement insights. Key deliverables include: an evaluation framework and inception report (within 3 months); ongoing data collection and analysis with monthly progress meetings; an interim report (September 2027); and a final evaluation report with executive summary, presentation and dissemination materials (October 2028). Post-project dissemination support continues through March 2029. The contract runs from October 2026 to March 2029 with a maximum budget of £125,000 (inclusive of VAT). You must demonstrate strong experience in programme and economic evaluation, publicly funded initiatives, mixed-method research and stakeholder engagement. Knowledge of adult social care, health systems, cyber security or digital transformation is essential. Tender responses must include methodology, data collection plans, delivery timetable, resourcing, quality assurance, risk management, three relevant examples and detailed pricing. Evaluation criteria: understanding (15%), methodology (35%), experience (20%), project management (10%), social value (10%) and price (10%). Clarification questions deadline: 14 October 2026; tender submission: 18 October 2026.
