    Brief

    Palladium, as the delivery partner for the UK Foreign, Commonwealth and Development Office (FCDO) funded UK Partnering for Accelerated Climate Transitions (UK PACT) programme, is seeking qualified suppliers to support offshore wind port development in the Philippines. The Philippines is expanding offshore wind capacity to meet renewable energy targets, with major auction rounds planned. However, critical port infrastructure gaps limit private sector participation in this growing market. Ports are essential for construction, staging, installation, and operations of offshore wind facilities. While initial assessments by partners like the Asian Development Bank (ADB) and Global Wind Energy Council (GWEC) have examined public ports, planned deployment scales require additional private port capacity and investment. This assignment addresses the gap between ambitious deployment plans and investment-ready port infrastructure. The work will support privately-led port development, strengthen investment decisions, and facilitate early market engagement with the Department of Energy (DOE) and other stakeholders. The intervention consists of two phases: - Phase 1: Establish the foundation for private sector participation by developing a Private Offshore Wind Port Development Framework based on UK experience, and identifying and prioritizing suitable port locations (particularly in South Mindoro and Negros Occidental) based on technical suitability and development readiness. - Phase 2: Conduct detailed technical and commercial feasibility assessments for three shortlisted sites, including infrastructure requirements, financial modeling, environmental and regulatory analysis, and market validation. Submissions must follow the instructions in the RFQ documentation and be received by the stated Close Date and Time. Required materials include Schedule 1 (Terms of Reference), Schedule 2 (Instructions for Submission), Schedule 3 (Terms and Conditions), Annex I (RFQ Response Form), and Annex II (Budget and Workplan Template).
