    Brief

This is a procurement opportunity for comprehensive internal and external refurbishment works at two low-rise residential blocks (1-6 and 7-10 Whipperley Court, Farley Hill, Luton, LU1 5NT) containing council-owned and leasehold flats. The works must be delivered in occupied premises with minimal disruption to residents and neighbours. The scope includes: internal communal repairs and decoration (walls, ceilings, floors); safety installations (flooring, entrance matting, handrails); external works (walls, DPC, brickwork, roof inspections, soffit/fascia replacement, chimney flashing, gutters, downpipes, fencing, bin-store hardstanding, clothesline poles, air vents, signage); and cleaning/pressure-washing of garden areas. The primary objectives are to improve safety, appearance, durability and usability of communal areas, reduce defects and reactive maintenance, and ensure compliance with health, safety and building standards. Key constraints include: occupied dwellings requiring careful planning; mandatory leaseholder notifications for specific flats before works commence; assumed asbestos in soffits and undercloak strips; scaffolding and working-at-height requirements; restricted site access without landlord power or water supply; and the necessity to maintain continuous front and rear access throughout the project. Contractors must demonstrate experience in occupied residential refurbishment, asbestos awareness, and stakeholder management.
