    Brief

    The Royal Borough of Kensington and Chelsea (RBKC) and Westminster City Council (WCC) are seeking feedback from service providers and interested organisations to shape the future procurement of Learning Disability Community Support Services. This preliminary market engagement will inform service specifications, contract structures, procurement approach, outcomes framework, and key performance indicators. The services aim to support adults with learning disabilities and/or autism by maximising their independence, wellbeing, community participation, employment and volunteering opportunities, and social inclusion. Two service areas are currently in scope: (1) WCC Enablement Hub Service and (2) RBKC Moderate-to-Complex Community Support Service. A separate volunteering-focused service element has already completed market engagement. Procurement is expected under the Procurement Act 2023 Light Touch Regime, with contract commencement anticipated from April 2027. Three lots are proposed with varying durations: Lot 1 (WCC Enablement Hub) 2 years plus up to seven 1-year extensions (maximum 9 years); Lot 2 (RBKC Moderate-to-Complex Community Support) 5 years plus up to two 2-year extensions (maximum 9 years); Lot 3 (Volunteering Service) 2 years plus up to one 1-year extension (maximum 3 years). This engagement is non-binding market research. Participation is voluntary and will not confer advantage or disadvantage in future procurement processes.
