    Brief

    This procurement seeks a specialist delivery partner to build capacity among governments in emerging markets and developing economies to authorize and report carbon credits under the CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) international aviation offsetting program. The successful supplier will work with the Department for Transport (DfT) to identify high-impact opportunities for UK-funded support, leverage international expert networks, and provide targeted technical assistance to help host country governments complete two key requirements: (1) issuing Letters of Authorisation to confirm their intention to release CORSIA credits without double-counting against domestic climate targets, and (2) completing corresponding adjustment reports under Article 6.2 of the Paris Agreement. This support is critical to increase the global supply of available credits ahead of CORSIA's First Phase compliance deadline of January 2028. The delivery partner will design and oversee multiple work packages tailored to each country's needs, working closely with DfT to identify the most strategic opportunities for intervention and building a network of international experts to deliver hands-on government support.
