Brassware Supply Framework - Multi-Lot Competitive Tender

L&Q is seeking to establish a multi-lot framework agreement for the supply of brassware to support both new build and major works/refurbishment projects. The procurement will be conducted through a three-stage Competitive Flexible Procedure: Stage 1 involves a Pre-Qualification Questionnaire (PQS) to assess supplier capability; Stage 2 is an Invitation to Tender (ITT) where suppliers submit formal bids; Stage 3 includes negotiation and a Best and Final Offer (BAFO) round, with a minimum of three top-ranked tenderers typically invited to participate, though L&Q reserves discretion to invite more or fewer suppliers. The framework is divided into two lots: Lot 1 covers New Build supply only, and Lot 2 covers Major Works and Refurbishments supply only. L&Q intends to appoint a minimum of two suppliers and may conduct clarification meetings, interviews, presentations, demonstrations, and/or site visits during the BAFO stage, which may be held face-to-face or virtually. L&Q reserves the right to proceed directly to contract award following Stage 2 if deemed appropriate. Selected suppliers must provide fixed pricing for a minimum of 12 months from framework commencement, deliver social value equivalent to 1% of end-of-year contract value, and include plot-based rebates where applicable.
