Guidance for Local Authorities on Engaging Hard-to-Reach Communities

This project seeks to develop practical guidance for Local Authorities (LAs) to improve their ability to identify, reach, and effectively engage with hard-to-reach communities and citizens. The deliverables will include best practice recommendations, communication strategy guidance, reusable campaign materials, and tailored activity frameworks targeting diverse hard-to-reach groups. Suppliers should be able to demonstrate expertise in community engagement, stakeholder analysis, communication campaign development, and understanding of barriers to engagement across different population segments. The guidance will serve as a comprehensive resource enabling LAs to design and implement more inclusive and effective outreach programs.
