Ireland: Multi-Dwelling Residential Construction Framework Agreement - Nationwide Projects Over €50 Million

Clúid Housing is establishing a 4-year multi-party framework agreement to procure construction contractors for residential development projects nationwide exceeding €50 million in value. The framework has an estimated total value of €950 million over its lifetime, though this is not a guaranteed spend commitment. The procurement process involves two stages: Stage 1 (Pre-Qualification) will identify the top 6 qualifying applicants, who will advance to Stage 2 (Invitation to Tender). The top 4 scoring tenders will be selected to join the framework, with the highest-scoring tender awarded the initial contract. If there is a tie for fourth place, Clúid may expand the framework to include 5 contractors. Framework members will compete for subsequent development opportunities through mini-tenders. Clúid will use competitive dialogue with negotiation and successive candidate reduction to encourage early contractor involvement. Contracts will be executed using PWCF2 Contractor Design and Build terms. Applicants must meet minimum mandatory technical, financial, and economic capability requirements detailed in the Pre-Qualification documents.
