    Brief

Transport for London (TfL) is seeking market feedback on a potential future procurement for Driver Quality Monitoring (DQM) Services across the London bus network. DQM provides independent assessments of bus driving standards through covert assessors who travel on buses during regular service and evaluate driver performance against defined criteria including passenger consideration, driving ability, and safety compliance. The anticipated requirement includes approximately 7,700 assessments annually, qualified and trained assessors, web-based or mobile assessment technology, comprehensive data management and reporting, daily updates, operator notifications, escalation procedures for serious safety issues, quality assurance, and performance reporting. TfL is conducting this market sounding exercise to understand supplier interest, delivery capacity, available service models, technology solutions, pricing options, mobilisation timelines, and potential barriers to competition. Supplier feedback will inform the final service specification, commercial arrangements, evaluation criteria, and procurement strategy. This market engagement is issued under the Procurement Act 2023 and does not constitute a formal procurement or commitment to proceed with future contracting.
