Garden Waste Treatment and Processing Contract

ELWA is seeking a contractor to receive, treat, and process garden waste collected from households and commercial customers across constituent councils and recycling centres. The contractor will operate treatment facility/facilities to accept bulk deliveries of garden waste, manage any non-conforming waste and residues, maximize recycling and beneficial use of products, and provide environmental compliance reporting and monitoring. This is an open tender procedure under the Procurement Act 2023. All bidders must complete Conditions of Participation to demonstrate minimum compliance standards before their tenders are evaluated. The most advantageous tender will be selected following evaluation against published criteria. The contract runs for three years and three months with potential extension for two additional years. The estimated contract value is based on ELWA's current projections and may vary depending on actual waste volumes and scope changes during the contract term.
