Private offshore wind port development in the Philippines

Palladium, as the delivery partner for the UK Foreign, Commonwealth and Development Office (FCDO) funded UK Partnering for Accelerate Climate Transitions (UK PACT) programme, is seeking quotations for services to support offshore wind port development in the Philippines. The Philippines is rapidly scaling offshore wind capacity to meet renewable energy targets, with major auction rounds planned. As the sector grows, ports have become critical enablers for construction, staging, installation, and ongoing operations. While initial assessments by partners like the Asian Development Bank (ADB) and Global Wind Energy Council (GWEC) have reviewed public ports, the planned scale of offshore wind deployment requires additional port capacity and increased private sector involvement. This opportunity addresses the gap in clarity around structuring offshore wind port development to attract technically viable, commercially sound investment aligned with Department of Energy (DOE) timelines. UK PACT will support privately led port development while strengthening decision-making, investment readiness, and early market engagement. The engagement is structured in two phases: Phase 1 will establish the foundation for private sector participation by developing a Private Offshore Wind Port Development Framework, identifying and prioritizing suitable port locations (particularly in South Mindoro and Negros Occidental) based on technical suitability and operational readiness. Phase 2 will conduct detailed technical and commercial feasibility assessments of three shortlisted sites, including infrastructure requirements, cost and financial analysis, environmental and regulatory considerations, and market validation. Qualified suppliers and consortia are invited to submit proposals according to the RfQ instructions by the stated close date. RfQ materials include Schedule 1 (Terms of Reference), Schedule 2 (Submission Instructions), Schedule 3 (Terms and Conditions), Annex I (Response Form), and Annex II (Budget and Workplan Template).
