    Brief

The UK Gambling Commission is seeking research services to address identified evidence gaps in gambling-related harms. Following the introduction of a statutory levy on gambling operators in April 2025, the Commission has allocated funding to procure independent research that aligns with its licensing objectives: preventing crime, ensuring fair gambling, and protecting vulnerable people. The Commission's Research and Statistics Team has developed Evidence Roadmaps covering six key themes: early gambling experiences, gambling variability, gambling-related harm, operator practices, product risk, and illegal gambling. The Commission is conducting early market engagement to understand how to structure a competitive tender for research services. The ideal research partner will work collaboratively with the Commission's team, transfer knowledge and skills bidirectionally, conduct rigorous academic-level research, and provide regular interim outputs. The Commission welcomes innovative methodologies and approaches from both established gambling research organisations and new entrants. Decisions on scope, specification, and procurement route will be informed by responses to this Request for Information.
