    Brief

Birmingham Children's Trust Community Interest Company is seeking one or more organisations to deliver Early Help and District Leads services across Birmingham. This procurement follows the Procurement Act 2023 and uses a Competitive Flexible Procedure under the Light Touch regime. The service will support children and families through a strengths-based approach, working with Family Hubs, statutory partners, schools, and community organisations. Providers must identify local assets, deliver accessible community-based support, demonstrate local responsiveness alongside citywide consistency, and evidence outcomes throughout delivery. Key provider requirements include: effective collaboration with grassroots and established VCFSE organisations; connecting families to local community support routes; providing flexible access from multiple locations; balancing local responsiveness with consistent standards; and continuous improvement and learning. The contract runs for 3 years from 1 April 2027, with an optional 2-year extension subject to satisfactory performance and funding availability. This is a two-stage procurement process: Stage 1 (Initial Tender): Applicants must submit participation conditions, safeguarding questionnaire, financial standing assessment, and initial tender response. Evaluation criteria include: proposed delivery model and outcomes (30%), geographical coverage and local capability (20%), governance and collaboration (15%), workforce and mobilisation (15%), financial sustainability (15%), and key risks (5%). Selected participants progress to Stage 2. Stage 2 (Final Tender): Shortlisted participants submit detailed final tender response and financial schedule for final evaluation and contract award.
