Electoral Management Software for the City of London

The City of London Corporation, the governing body of the Square Mile and the world's oldest continuous municipal democracy, is seeking to modernize its Electoral Management Software (EMS). The current bespoke, supplier-hosted system supports electoral registration, election management, and administration of the City Occupiers Database, which includes business registration and voter entitlement processes unique to the City of London's distinctive electoral system where both workers and residents can vote. The Corporation is conducting preliminary market engagement to explore options for a modern, secure, resilient, and adaptable solution that meets these specialist requirements while supporting standard electoral functions and complying with recent and anticipated legislative changes, including divergent postal voting arrangements for City elections. The Corporation welcomes proposals for various delivery models, including supplier-hosted virtual desktop environments and cloud-based solutions, and is open to configurable, integrated, or bespoke approaches. This engagement will inform the Corporation's procurement strategy and help identify vendors capable of meeting both specialized and standard electoral management needs.
