    Brief

    The Cheshire and Warrington Combined Authority is commissioning an Independent Economic Review to identify growth opportunities and constraints for the subregion. A critical component of this work is understanding water infrastructure needs and ensuring water systems support growth while managing flooding and drought risks, protecting ecosystems, and building farming resilience. This project aligns with the Government's Water White Paper (January 2026) commitment to establish Regional Systems Planning across England. The North West Regional Systems Planner (RSP) is being piloted to influence water investment decisions at PR29 and beyond. Environment Cheshire and Warrington (ECW) seeks experienced consultants to develop an evidence-based outline water plan that bridges national/regional water planning with local spatial, economic, and infrastructure priorities. The successful supplier will provide strategic, place-based analysis to guide investment decisions, support the IER, and engage with the emerging North West RSP governance structures.
