    Brief

Enterprise Cheshire and Warrington (ECW) is seeking an individual consultant or small group of consultants to implement the Clean Energy Skills Regional Action Plan (CESRAP) until March 31st, 2027. This plan identifies critical skills gaps in the clean energy sector across the North West region and outlines interventions needed to prepare local people and employers for the transition to clean energy. The successful consultant(s) will work alongside the Department for Energy Security and Net Zero (DESNZ) and the North West Net Zero Hub (NWNZH) to coordinate regional efforts and drive collaboration across neighbouring regions. Key responsibilities include overseeing the delivery of skills interventions, supporting cross-regional coordination, and adapting the framework as market conditions and policy priorities evolve. The consultant(s) must identify one to two individuals willing to serve as Regional Lead on an agreed part-time basis throughout the project period. This is a practical implementation role supporting the Government's Clean Energy Jobs Plan and addressing urgent workforce development needs to meet growing 2030+ clean energy demand. Funding is provided by The North West Net Zero Hub.
