    Brief

    Medway Council and the North Kent Partnership are seeking qualified consultants to conduct a comprehensive ten-year review of the North Kent Strategic Access Management and Monitoring Strategy (SAMMS). This review will assess how recreational activities affect internationally and nationally protected habitats in North Kent and ensure that residential and other development can continue legally while protecting these sensitive environments. The project comprises two phases delivered over one year (starting October 2026): Phase 1 - Evidence Review and Visitor Survey Update: Analyze the existing evidence base and conduct updated surveys on visitor patterns, bird disturbance, and recreational pressures on designated habitat sites using current data and monitoring methods. Phase 2 - SAMMS Strategy Review and Mitigation Update: Evaluate the effectiveness of current mitigation measures, adapt governance arrangements for upcoming Local Government Reorganisation, and produce a revised, fully costed mitigation strategy designed for long-term delivery (minimum 80 years). The updated strategy must provide clear, practical solutions to prevent recreational disturbance from affecting protected habitats while supporting continued development across North Kent in compliance with conservation regulations. Successful proposals should demonstrate expertise in habitat management, visitor behavior analysis, environmental monitoring, and stakeholder engagement.
