    Brief

    STAR Procurement is establishing a collaborative minor works framework for use by local contracting authorities under the Procurement Act 2023. This open framework will streamline the delivery of approximately £50 million in annual minor works across multiple categories, reducing procurement resource requirements for councils and suppliers. The framework will run for up to 8 years with awards made through direct award or further competition. Work is organized into eight lots: Roofing (Lot 1), Mechanical & Electrical (Lot 2), General Works (Lot 3), External Works (Lot 4), Demolition (Lot 5), Decarbonisation (Lot 6), New Build Structures (Lot 7), and Modular Buildings short-term and long-term (Lots 8a and 8b). Contractors must meet eligibility criteria based on value bands and geographic serviceability. This soft market test invites interested suppliers to complete a company information form and questionnaire (Appendix 1) to provide feedback on the proposed framework approach. Selected respondents may be invited to meet with council representatives. No commitment is required from participants or councils at this stage.
