    Brief

Birmingham City Council is seeking a specialist research organisation to conduct an ethnographic study examining how residents in Birmingham experience and navigate car dependency. This research will explore the social, economic, environmental and street-level factors that influence travel choices, with particular focus on barriers to walking, cycling and using public transport. The study will engage diverse communities across Birmingham, including those facing transport inequalities and experiencing poorer outcomes related to healthy streets. The appointed organisation will conduct qualitative research methods including in-depth interviews, accompanied journeys with participants, and observational studies to develop detailed insights and participant case studies. The research findings will directly inform the development and co-design of Healthy Streets interventions across Birmingham and support delivery of the Birmingham Transport Plan and Road Harm Reduction Strategy. The contract runs for 4 months, commencing 1st December 2026. Suitable organisations should have proven expertise in ethnographic research methods, community engagement, transport policy research, and public health built environment topics.
