    Brief

    The Department for Transport (DfT) is seeking a supplier to design, develop, calibrate, validate and implement a new National Freight Model (NFM) - a modern, cross-modal freight modelling system to replace existing approaches. The NFM will be an in-house analytical tool supporting UK transport policy development, appraisal, forecasting and decision-making across road, rail and domestic maritime modes. The model must estimate current and future freight demand and flows by commodity, vehicle type and mode, covering both domestic and international UK freight movements. Key capabilities required include assessing impacts of infrastructure, land use and economic changes; testing alternative scenarios; supporting decarbonisation initiatives; enabling mode shift assessments; and informing network resilience and strategic policy decisions. The contract scope encompasses model development and documentation, data collection and acquisition, stakeholder engagement, training delivery, and ensuring DfT can independently operate, maintain and further develop the model post-completion. The procurement may include associated research, innovative analytical approaches and new methodologies to deliver the required capabilities.
