    Brief

    UK PACT (UK Partnering for Accelerate Climate Transitions), funded by the Foreign, Commonwealth and Development Office (FCDO) and delivered by Palladium, invites qualified suppliers and consortia to submit proposals for this two-phase project in the Philippines. The Philippines is scaling up offshore wind capacity to meet renewable energy targets, with major auction rounds planned. Ports are critical infrastructure for offshore wind development, supporting construction, staging, installation, and operations. While initial assessments have focused on public ports, expanded private sector participation is needed to meet the scale of planned deployment. Phase 1 will establish the foundation for private port development by: developing a Private Offshore Wind Port Development Framework based on UK experience; identifying and prioritizing suitable port locations (particularly in South Mindoro and Negros Occidental) based on technical suitability and market readiness; and strengthening decision-making capacity. Phase 2 will conduct detailed technical and commercial feasibility assessments of three shortlisted sites, including infrastructure requirements, cost and financial analysis, environmental and regulatory considerations, and market validation. Qualified suppliers should review all RFQ documentation (Terms of Reference, Instructions for Submission, Terms and Conditions, RFQ Response Form, and Budget/Workplan Template) and submit proposals by the specified deadline.
