    Brief

    Following the reopening of mining permits in Madagascar in 2026, the Government seeks to shape how new mining investments source their power by embedding renewable energy integration into licensing and permitting processes. This technical assistance assignment will support the design, adoption, and implementation of a Green Mining Energy Framework that incorporates renewable energy requirements into mining licenses, environmental permits, and Environmental and Social Impact Assessment (ESIA) processes. Key deliverables include: (1) a diagnostic assessment and design options package identifying barriers and opportunities; (2) a comprehensive Green Mining Energy Framework with guidance documents to support government adoption; and (3) an implementation and compliance package featuring templates, monitoring tools, and capacity-building support for enforcement. The initiative aims to reduce reliance on diesel fuel in the mining sector and promote lower-emission mining development.
