Urban Fire Fighting Training Facilities and Support Services - Market Engagement

The London Fire Brigade is conducting a Preliminary Market Engagement exercise to develop its procurement strategy for specialist urban firefighting training facilities and associated services. The Brigade will deliver advanced operational firefighting training to approximately 4,800 firefighters and 200 officers over a three-year programme starting Q1 2027. The Brigade seeks organisations capable of providing some or all of the following: specialist live fire training facilities, carbonaceous fire behaviour environments, advanced fire behaviour and tactical firefighting facilities, basement and tactical ventilation training facilities, fire compartments with gas and smoke venting, temperature and environmental monitoring systems, residential accommodation, catering and welfare facilities, structural firefighting PPE with laundering and maintenance, and operational support infrastructure including equipment storage and breathing apparatus services. The preferred model involves London Fire Brigade instructors designing and delivering training while suppliers provide facilities, accommodation, catering, welfare, PPE and logistical support. However, alternative delivery models are welcomed. Suppliers are invited to provide feedback on market capability and capacity, mobilisation requirements, commercial and contractual models, pricing structures and cost drivers, capacity and resilience risks, sustainability and social value opportunities, innovation and emerging technologies, and any aspects that may impact competition or market participation. This is not a formal Call for Competition and information will be used solely to inform future procurement strategy and specification development.
