    Brief

    The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to provide technical assistance to Bangladesh's government for establishing and operationalizing carbon markets. Bangladesh is building foundations for participation in Article 6 carbon markets, CORSIA (international aviation emissions scheme), and voluntary carbon markets to support its updated Nationally Determined Contribution (NDC 3.0) targets. The assignment will deliver targeted technical assistance and capacity building across multiple government agencies including the Ministry of Environment, Forest and Climate Change, Department of Environment, Power Division, Ministry of Finance, and other relevant line ministries. Key deliverables include: governance and coordination frameworks, authorization and safeguards toolkits, CORSIA readiness assessments and reporting support, structured government capacity-building programs, and sector-specific readiness briefs identifying carbon market investment opportunities. The project will strengthen Bangladesh's carbon market governance, measurement and reporting (MRV) systems, UNFCCC reporting compliance, and institutional coordination to enable high-integrity market participation. Successful implementation will enhance Bangladesh's ability to access climate finance, build government capability, and achieve national climate targets.
