    Brief

    Birmingham City Council is conducting a soft market testing exercise to gather input from potential providers on the design and delivery of a Flexible Contracting Agreement (FCA) for tuition services. This exploratory consultation will help the council assess feasibility, scope, and procurement approach for future contracting. Participation is voluntary and will not affect eligibility for subsequent procurement processes. The FCA will provide tuition support to children and young people including those in care, medically unable to attend school, newly arrived to the country, unaccompanied asylum seekers, those without alternative education provision, and those with an Education Health Care Plan (EHCP) awaiting formal placement. The council aims to consolidate current ad-hoc spot purchasing into a structured framework agreement. Interested providers are invited to submit expressions of interest by 28 June 2026 to help shape this new service model.
