Technical Assistance for Carbon Market Development in Cameroon

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to help Cameroon strengthen its participation in international carbon markets. Cameroon has significant forest resources and climate finance potential but faces legal, institutional, and operational barriers to carbon market participation, including under Article 6 of the Paris Agreement, CORSIA, and voluntary carbon markets. The project will deliver targeted technical assistance and capacity building to establish necessary governance frameworks, institutional arrangements, and regulatory systems. Working with key government ministries (MINEPDED, MINFOF, MINFI) and stakeholders, the supplier will strengthen carbon market governance, Article 6 readiness, project approval systems, and institutional coordination. Key deliverables include: a carbon market readiness assessment; a governance framework defining institutional roles and responsibilities; operational procedures for Article 6 participation and Internationally Transferred Mitigation Outcomes (ITMOs); a national carbon project approval system; and a structured capacity-building programme for government staff. The project will incorporate gender equality, disability and social inclusion (GEDSI) considerations, safeguarding measures, and benefit-sharing approaches. Successful delivery will enhance Cameroon's credibility in international carbon markets, mobilise climate finance, build institutional capacity, attract private sector investment, and support national climate and sustainable development goals.
