    Brief

    Ross-on-Wye Town Council is seeking a contractor to install, maintain, and remove Christmas lights across the town centre from November through 6th January annually. The scheme includes LED icicle cross-street lights, hedgehog motif frame lights on catenary wire installations, 12 column lights on Wilton Road, decorative lights on two Christmas trees (Market Square and Brookend Street), lights on three trees on Gloucester Road, and LED icicle lights on the Market House. The contractor must collect lights from storage, install them no later than one week before the annual switch-on event, perform scheduled maintenance inspections during the display period, respond to major faults within 24 hours, and remove and securely store all lights after 6th January. The role requires compliance with BS 8539 (catenary wire testing), BS EN 40 (structural testing), BS 7671 (electrical wiring regulations), and IET standards. The contractor must arrange annual testing of eyebolts, catenary wires, LED lights (PAT testing), structural columns, and electrical boxes (EICR certificates), with all test certificates provided to the Council. The Council covers costs for repairs and replacements; testing costs should be included in the tender quotation. A written report on issues, replacement needs, and improvement suggestions is required after each annual display completion.
