    Brief

    The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is seeking qualified suppliers or consortia to deliver technical assistance to Thailand's Office of Transport and Traffic Policy and Planning (OTP) under the Ministry of Transport. Background: Thailand's transport sector significantly contributes to greenhouse gas emissions, urban congestion, and air pollution, particularly in Bangkok. The Thai Government has identified congestion charging as a strategic policy tool to reduce traffic demand, lower emissions, and promote sustainable urban mobility. Scope: Building on previous feasibility studies and policy development work completed under the Thailand-UK PACT programme, the selected supplier will bridge the gap between policy design and implementation by providing expert legislative analysis and drafting support. This work will translate the existing congestion charge policy into a legally viable, implementation-ready framework suitable for formal government consideration. Delivery Timeline: The assignment is structured in four phases from July 2026 to December 2026: (1) Inception Phase (July-August 2026), (2) Legislative Draft Development (September-November 2026), (3) Government Stakeholder Consultation (concurrent with legislative drafting), and (4) Legislative Recommendation (November-December 2026).
