    Brief

    Thames Freeport is seeking training providers to deliver vocational, technical, and skills training programmes across Barking and Dagenham, Havering, and Thurrock. The programme aims to improve skilled labour supply in priority sectors, create employment pathways for local people (including those facing barriers to work), support career progression, develop new curricula, and strengthen local skills coordination. Eligible provision types include: pre-apprenticeship and entry-level training; qualification-based vocational training in construction, manufacturing, and technical trades; upskilling and reskilling for employed or job-seeking adults; specialist support for underrepresented groups (including those with physical disabilities or SEND); employer-linked training leading to genuine job or apprenticeship outcomes; and training in emerging technologies (AI, digital manufacturing, advanced welding). Key requirements: All delivery must occur within the Thames Freeport region. Providers must establish or confirm physical delivery locations across all three boroughs before starting. Blended learning with online elements is permitted where cost-effective. Avencera Ltd is managing the procurement process on behalf of Thames Freeport Limited and will support programme administration, management, and delivery.
