    Brief

    Thames Freeport (TFP) is seeking a high-calibre Strategic Advisory Partner or consortium to provide integrated advisory and delivery services for a major economic development programme. TFP is one of eight English Freeports, spanning tax sites at DP World London Gateway (Thurrock), Port of Tilbury (Thurrock), and Ford Dagenham (Barking & Dagenham). The programme aims to deliver £16 billion in cumulative GVA, create 23,230 net additional jobs, and generate £1.5 billion in annual GVA across four sector clusters: Technology and Advanced Manufacturing, Sustainable Construction, Advanced Port Logistics, and Deployed Artificial Intelligence. The successful provider will deliver a comprehensive Framework Enabling Contract (3+1+1 years) with annual spend anticipated at approximately £1,000,000 and a ceiling of £5,000,000 +VAT. Required service lines include: Treasury-Compliant Business Cases (HM Treasury Green Book, Five Case Model); Programme and Project Evaluation (HM Treasury Magenta Book); Project Feasibility Studies (RIBA Stages 0–2 and Pre-RIBA Technical Feasibility); Investment Cases for Private and Institutional Capital; Business Planning and Financial Modelling; Special Purpose Vehicle (SPV) Establishment and Ongoing Operation; Finance and Legal Services (SPV and Project Finance); and Investor Access and Capital Facilitation. The provider must be capable of delivering all service lines either individually or through a named consortium to function as a single supplier framework.
