Supported Housing Needs Assessment

The council is seeking a qualified provider to conduct a comprehensive Needs Assessment that will serve as the evidence base for a statutory Supported Housing Strategy. This assessment must evaluate current and projected housing support needs for two distinct periods: the next five years (to 2032) and the subsequent five years (to 2036). The completed Needs Assessment report is due by 30 September 2026, allowing the council to develop and implement its mandatory Supported Housing Strategy by the statutory deadline of 31 March 2027. The assessment must address all elements specified in section 2 and satisfy criteria outlined in section 3. This is a key opportunity for providers with expertise in housing needs analysis, demographic forecasting, and supported housing policy.
