    Palladium, on behalf of the UK Foreign, Commonwealth and Development Office (FCDO) and the UK Partnering for Accelerated Climate Transitions (UK PACT) programme, seeks qualified service providers to deliver expert technical assistance to Thailand's Securities and Exchange Commission (SEC). The assignment focuses on strengthening the SEC's capacity to regulate and oversee the adoption of International Sustainability Standards Board (ISSB) disclosure requirements, specifically IFRS S1 and S2 standards, which become mandatory for Thai listed entities in 2027. The service provider will design and deliver comprehensive, regulator-focused training modules covering ISSB-aligned disclosures, including practical case studies, risk-based review methodologies, and enforcement approaches aligned with international best practice. The engagement will also support the integration of ISSB requirements into Thailand's 56-1 One Report framework and strengthen the SEC's internal processes, documentation systems, and inter-departmental coordination. Successful delivery will equip the SEC with the knowledge, skills, and tools needed to effectively supervise ISSB implementation, ensure consistent adoption across Thailand's capital market, and enhance corporate transparency and access to green and transition finance.
