Independent Monitor for Thames Water Turnaround Programme

Ofwat is seeking an Independent Monitor to provide objective oversight of Thames Water's turnaround programme and regulatory compliance. The successful contractor will monitor and report on Thames Water's progress across operational performance, financial resilience, governance, transformation programmes, capital delivery, and asset management. Key responsibilities include assessing delivery confidence, identifying material risks and emerging concerns, and providing independent evidence to support Ofwat's regulatory decision-making. The monitoring scope is scalable and may expand or contract based on Thames Water's progress, risk profile, and regulatory developments. The Independent Monitor will operate independently from Thames Water and report exclusively to Ofwat. This is a dynamic role within Ofwat's Turnaround Oversight Regime, with contract costs to be met by Thames Water and not affecting customer bills. Suppliers should have expertise in utility regulation, financial analysis, operational performance assessment, and governance monitoring.
