    Portsmouth City Council is conducting a preliminary market engagement exercise to establish a multi-contractor framework agreement for commercial and industrial development works in Portsmouth and South East Hampshire. The framework will focus on two primary development sites: Dunsbury Park (21 hectares near Waterlooville) and Lakeside North Harbour (52 hectares near Junction 12 of the M27), with potential expansion to additional sites as they are identified. Framework Overview: The agreement will run for 4 years with a 2-year extension option, with estimated total spend of up to £150 million (subject to tenant demand). Individual call-off contracts are expected to range between £5 million and £20 million. Works will be delivered in phases using a 2-stage contracting strategy with JCT Pre-Construction Agreements for stage 1 and JCT Design & Build Contracts for stage 2. Key Scope: The framework will cover early contractor involvement, master planning, design code development, feasibility studies, site preparation, infrastructure delivery, environmental assessments, planning submissions, detailed design, construction works, and facilities management. Framework Structure: The Council will appoint 3-4 contractors to a Primary Tier and 2-3 contractors to a Secondary Tier based on tender evaluation scores. Call-offs will be awarded through direct allocation or competitive processes as appropriate. Procurement Timeline: Formal Procurement Act 2023 compliant procurement is targeted to commence July 20, 2026, with framework award by early December 2026 and commencement from January 4, 2027. Note: Following Local Government Reorganisation, the framework will transfer to the new unitary authority on April 1, 2028, and will be accessible to Fareham, Gosport, and Havant Borough Councils.
