Heating, Electrical, Mechanical and Decarbonisation Services Framework

This framework establishes a single, multi-supplier procurement for comprehensive heating, electrical, mechanical, and decarbonisation services delivered to domestic and non-domestic properties. Services encompass the supply, installation, maintenance, repair, and safety inspection of heating systems (including gas, oil, electric, heat pumps, biomass, and solar thermal); electrical installations (rewiring, upgrades, fire detection, EV charging); mechanical systems (ventilation, water pumps); and low-carbon technologies (solar PV, heat networks, wind turbines). The framework supports individual property works, planned programmes, servicing contracts, responsive repairs, emergency services, and large-scale retrofit or decarbonisation projects, including grant-funded initiatives. Additional services include energy assessments, retrofit coordination, technical support, project management, and compliance checks. The framework is designed to remain flexible and responsive to evolving legislation, technical standards, and emerging renewable technologies throughout its term. Appointed suppliers must demonstrate capability to deliver the full range of works and services, either directly or through their supply chain.
