    Brief

    The Ministry of Justice is seeking service providers to deliver comprehensive, individualised support to help women in prison or in the community address their rehabilitative needs and reduce reoffending across England (excluding Greater Manchester) and Wales. Services will be delivered through 23 regional contracts split into two tender waves, covering areas from London to North Wales. The combined service integrates support for housing, employment, financial management, addiction recovery, social relationships, and community engagement. Lead bidders (Delivery Partners) will manage service delivery directly and coordinate supply chain partners as needed. This represents a consolidation of five previously separate service pathways. The estimated contract value is approximately £238.2 million over the full term, though this may vary based on partner funding agreements still under negotiation. The procurement timeline includes a launch in January 2027, award in January 2028, and go-live in September 2028. Individual contracts will run for 5 years with the option to extend for up to 3 additional years. Key budgets and dates remain subject to internal governance approval and may change.
