Dublin City Council Roller Shutter Maintenance and Repair Framework Agreement

Dublin City Council is establishing a 24-month framework agreement (extendable by two 12-month periods) for maintenance and repair services on approximately 250 power-operated roller shutters and roller doors across the city, excluding Dublin Fire Brigade. The framework will cover both remedial works (repairs and upgrades) and preventative maintenance, with the initial contract including remedial works for selected units plus 12 months of preventative maintenance for all included units. Future contracts may be issued for remedial works only, maintenance only, or combined services depending on council needs. Contractors must be registered with the Private Security Authority as locksmiths or access control specialists. When replacing units or making material operational changes, contractors must provide Declaration of Conformity and safety documentation in compliance with EU Machinery Directive 2023/1230/EU. Multiple call-offs may be issued simultaneously. The council will use procurement framework PW-CF9 to establish the agreement and PW-CF5 or PW-CF6 for individual contracts.
