Local Cycling and Walking Infrastructure Plan – Consultant Partnership Inquiry

Marlow Town Council is seeking consultant partners to help develop a Local Cycling and Walking Infrastructure Plan (LCWIP) that will improve active travel networks for walking, cycling, and wheeling across the town. Background: MTC has already conducted substantial community engagement over summer 2026, including public events, school outreach, and usage surveys. The council now seeks a cost-effective specialist consultant to lead the remaining technical workstreams while maximizing the use of locally-collected data. Key Workstreams: • Consolidate existing data and develop GIS baseline mapping of Marlow's active travel network • Draft cycling and walking network plans using DfT methodology and LTN 1/20 design standards • Produce a prioritized infrastructure programme with cost estimates and a draft LCWIP report for funding applications • (Optional) Support formal public consultation This is a Preliminary Market Engagement exercise inviting consultants to respond to questions about their experience, methodology, cost-saving approaches, timeline, and indicative pricing. Responses will inform MTC's formal procurement strategy. Selected respondents may be invited to a 30-minute clarification meeting in mid-September 2026. Deadline: Friday 21 August 2026.
