    Brief

    Plymouth City Council is seeking a specialist consultant to develop a comprehensive Community Cohesion Strategy for the city. The four-stage programme includes: (1) inception and assessment phase; (2) stakeholder and community engagement; (3) strategy co-production and public launch; and (4) implementation support with monitoring, evaluation and learning. The successful provider will conduct evidence reviews, perform stakeholder interviews, facilitate community engagement activities, analyse local needs and opportunities, develop a cohesive communities strategy aligned with the Plymouth Plan, create a delivery and evaluation framework, and provide ongoing technical support during implementation. This commission supports strategic development, partnership working, governance structures, monitoring and capacity-building across Plymouth. The appointment excludes: direct delivery of council services, long-term programme delivery beyond the support period, capital works, infrastructure projects, and procurement of individual community projects through ringfenced local investment funds.
