    Brief

    ESB Networks is seeking qualified suppliers for a multi-vendor framework agreement to supply smart electricity metering infrastructure across Ireland. This procurement includes two main lots: Lot 1 involves the manufacture, supply, and delivery of up to 1.5 million single-phase and three-phase smart electricity meters to be called off incrementally. Lot 2 requires development and implementation of a Head-End System (HES) capable of integrating with multiple meter vendors' products, delivering high interoperability across communications and system vendors. Key requirements include developing a HES meeting ESB's functional, security, and performance specifications for 1.5 million meters initially with capacity to scale to 3 million during the contract term; integrating with the Siemens Energy IP Meter Data Management System (MDMS); implementing the AC Electricity Smart Meter Generic Companion Profile (ACE SM GCP); integrating with existing ESB Networks systems and Mobile Network Operator platforms; and providing system implementation services including configuration, testing, migration, and commissioning. The framework agreement will be for an initial six-year term with an optional extension of up to nine additional years for ongoing IT support, maintenance, and technology lifecycle management.
